Build the F# declarations a rule application produced.

The order is the model’s own declaration order. module rec gives every declaration mutual visibility regardless of where it is written (see zerodds_lang_cst::fsharp’s module documentation), so — as in Zig and Go — there is no dependency walk here either.

Errors

MaterialiseError when a value the output has to state does not evaluate, a type has no F# shape, or two declarations reach one F# spelling.
