Parse a preprocessed stream under a chosen dialect.

parse_preprocessed admits every vendor extension. This is the entry --strict reaches: Dialect::STRICT turns every vendor construct from a warning into an error, so a file that gets through is one every other vendor’s front end reads too. Spec §3.5.
