Prepares one full-precision query for repeated affine Int8 row scoring.
Coordinates are symmetrically rounded into [-127, 127]. This work and
the signed-code sum happen once per query; dot_int8_query performs no
allocation and no per-row query conversion.

QuantError::NonFinite under the same policy as quantize_int8.
