Atomically commits ordered namespace mutations through one root rename.
This path API opens closed writers and shares the incremental live protocol.
Use namespace_batch_live when writable handles are already open. Data,
decision and local acceptance are fully synced before success is returned.
An error once publication is attempted is indeterminate; reopen before
retrying. Deleted bytes and superseded artifacts are retained in this scope.
Generations follow input order. Ordinary writes perform no root I/O.
