Discrete cosine transform, type II, via a 2N-point FFT.

X_k = Σ_n x_n cos(π(n+1/2)k/N). Input is a real row or column. N must be a power of two and at most DSP_MAX_POINTS. Empty, non-finite, or a bad shape returns None.
