Crate yip_wire 

Wire framing for the yip data plane: keyed header-protection and coverage-based authentication. Behavior lands in milestone M2; this milestone establishes the public surface later crates depend on.

Wire codec: frames Frames with a SipHash coverage-auth tag and keyed header protection. Keys are injected (real session keys arrive in M3).

A single on-wire frame carrying one FEC symbol.
