Every GitHub repository in a checkout: the superproject and every submodule in its nesting tree, parent before child.
A submodule’s repository is the one its declaration names, whether or not it is checked out: a repository declared and never initialised still has issues. Its own submodules are known only once it is checked out, because that is where they are declared.
