Native localized Workshop parser.

Parses vanilla Workshop text directly into validated, locale-independent Workshop IR. Localized actions, values, events, enums, and structural keywords resolve through the canonical catalog; malformed input, unknown spellings, and recognized-but-unsupported constructs are reported as distinct structured diagnostics with source spans.
