Validates mandatory HTTP metadata for an inbound WIP request.

Both absolute-form and origin-form request URIs are accepted, but the path must exactly equal the selected endpoint route and a query is forbidden. Unsupported content negotiation is reported as a Transport Binding metadata failure rather than a Core invalid_request.
