Anchor Update Proposal.
The AnchorUpdateProposal
updates the target Anchor’s knowledge of the
source Anchor’s Merkle roots. This knowledge is necessary to prove
membership in the source Anchor’s Merkle tree on the target chain.
The format of the proposal is:
