Extract a CBOR byte string from a value.

Deliberately lenient: a CBOR text string is accepted and re-interpreted as
its UTF-8 byte representation. This tolerates non-conformant authenticators
that encode binary fields as text. Length/format validation of the extracted
bytes happens downstream (ring rejects malformed keys at verify time).
