Read the business-rule slice used by wren context instructions, without invoking wren.
The native host owns these filesystem reads; dispatchers receive only the normalized string.
Current knowledge/rules/*.md files are sorted by path and concatenated first, followed by the
legacy root instructions.md when present. Empty files contribute nothing.
