Returns EncodeError::PayloadTooLarge if the input exceeds super::strategy::MAX_PAYLOAD_SIZE. Returns EncodeError::LayeredOutputTooLarge if any intermediate output exceeds MAX_LAYERED_OUTPUT_SIZE.
