If this is Some, the ext_surface_maintenance1 extension must be enabled on the instance.

§full_screen_exclusive: FullScreenExclusive

If this is not FullScreenExclusive::Default, the ext_full_screen_exclusive extension must be supported by the physical device.

§win32_monitor: Option<Win32Monitor>

If full_screen_exclusive is FullScreenExclusive::ApplicationControlled, and the surface being queried is a Win32 surface, then this must be Some. Otherwise, it must be None.
