Validate the syntactic form of an explicit cwd (§7.2.1).
Must be ./-relative, exactly ${PLUGIN_ROOT} (or prefixed with
${PLUGIN_ROOT}/), or exactly ${PLUGIN_DATA} (or prefixed with
${PLUGIN_DATA}/). Any other form makes the server entry invalid.
