VOLE replay-profile admission ratio, as a percentage of the plaintext length.
The nominal profile figure is REPLAY_OUTPUT_RATIO_PERCENT percent of the
plaintext length plus REPLAY_OUTPUT_SLACK. This is a VOLE policy
choice, not a theorem about DEFLATE: RFC 1951 admits unbounded empty
non-final blocks, so no finite f(decompressed_size) bound exists. The
percentage is that of the old algorithmic expansion figure (2 * P).
