Whether h names a live object: not null, not freed, and not a stale
handle to a slot a later object now occupies (the version check of this
module’s doc comment). This is the whole of weak_reference#(T)::get()
(LRM 1800-2023 8.30.3): a weak reference stores the referent’s bare handle
bits without retaining it, and is “cleared” exactly when this turns false.
