Whether sym is storage the simulator keeps in a state slot and that the
sampled value functions can snapshot: a static integral variable or a net.
What $inferred_disable stands for in a static checker (LRM 17.4, 16.15):
None for a symbol that is no static checker’s; else the signal of the
default disable iff of the scope instantiating the checker and whether it
is negated, the inner None being the 1'b0 of a scope with no default
(16.15 rule c). Reading the declaration needs the design’s syntax, which
only vj-codegen holds, so it installs the resolver
(set_inferred_disable_resolver) for the length of a lowering.
