Rewrite project files onto the Org / ELPA / vissue property split.

Folds typos (BLOCKEDBY, drawer TAGS) and a bare :BLOCKER: id list into :BLOCKED_BY:. A real org-edna condition stays. Puts legal types on the heading and inserts a missing #+CATEGORY:. Does not mint :BLOCKER: ids(...).

Errors

Returns an error if a project file cannot be read or rewritten.
