Publish the arrangement if it has unsent edits.
A failure leaves the dirty flag set rather than retrying in a loop: the next edit reschedules, and failing that the next boot does, because the flag is persisted. That is also what covers a quit inside the debounce window — the publish never ran, and the arrangement is not lost.
