Lift the open-file ceiling to what the OS allows.
A relay pool authenticates every plane on its own socket and the SQLite pool
holds dozens of handles, so a busy session idles near 200 descriptors. macOS
launches GUI apps with a soft limit of 256; past it every socket, file and
child process fails, and the first system UI to lazily load a resource
bundle traps the process. Returns the new soft limit, None if unchanged.
