Pure tier-classification (DB-free, unit-testable). Reorders into informed-yes → known-good → unknown → too-large → MIME-rejected → informed-no, stable within tier.

verdicts is what a server’s own information document says about this size for this account. A server that has told us outranks one we have only learned by bouncing uploads, and one that has told us no goes last: its preflight would only confirm it.
