pub fn get_download_dir() -> PathBuf

Platform-appropriate download directory for file attachments.

Prefers the host-installed override (honors xdg-user-dirs, FOLDERID_Downloads, NSDownloadsDirectory, NSDocumentDirectory). Falls back to $HOME/Downloads/vector on desktop, then <app_data>/vector_downloads on mobile / pre-init.
