Expand description

Backend trait for outbound HTTP from WASM plugins.

Declared in vane-core so vane-wasm can call it without depending on vane-engine. vane-engine provides the concrete impl wrapping TcpPool. Tests substitute a mock. See spec/architecture/11-wasm.md § http-fetch policy.
