  Find a writable path for a startup command. Because the command may be not unique, it will try to find the first available filename like this:
• get_items_list
  Get a list of startup commands.
• open_config_folder
  Open the startup folder.
• read_first_line
  Read the first not-empty line of a file.
• remove_items
  Remove startup commands.
