Define spec in ctx, as CREATE [OR REPLACE] PROPERTY GRAPH [IF NOT EXISTS] does. Follows DataFusion’s CREATE TABLE: an existing graph is an error, unless or_replace (replace it) or if_not_exists (keep it, do nothing).
