Write text used in a component to a writer.

The following characters are escaped:

C0 controls and,

• SPACE
• "
• #
• $
• %
• &
• +
• ,
• /
• :
• ;
• <
• =
• >
• ?
• @
• [
• \
• ]
• ^
• `
• {
• }
• |

and all code points greater than ~ (U+007E) are escaped.

It gives identical results to JavaScript’s encodeURIComponent().
