Module tracker 

Tracker protocol codecs.

• HTTP tracker (BEP-3): announce/scrape URL construction and bencoded response parsing (compact + dict peer lists).
• UDP tracker (BEP-15): connect/announce/scrape request builders and response parsers.

The actual HTTP transport is delegated to the host (crate::platform::Host::http_get, implemented with courierust on the std host); UDP transport goes through crate::platform::Host::udp_send/udp_recv.
