Open a memory.chat stream (#6286).
§Errors
Before any item is produced: no chat provider is configured, or the
palace’s session store will not open. Both become the stream’s terminal
error frame with zero items ahead of it, which is what an Err from
RpcStreamMethod::call means.
Test: rpc_chat_refuses_a_unary_call_naming_the_stream_requirement,
rpc_chat_reports_a_provider_failure_as_the_terminal_error_frame.
