tix import: pull open remote issues into local files.

Conflict resolution: a remote issue that already tracks a local one skips the local file when the local updated is later or equal; when the remote updated_at is newer the local file is overwritten (fields + body, keeping created), with the previous file first copied into the centralized backup directory (.tix-backups/ beside the issues directory, #1581).

policy is the explicit triage-entry policy (WP07 T034). It decides only where a newly created file lands and what the report says about it: the conflict rules above, remote ids, and adapter behaviour are untouched, and the overwrite path never consults it (T036).

Returns the number of local files created or overwritten.
