Classify a failed Issue::parse.

contents is the text that would not parse — needed to locate a duplicate key’s later occurrence. previous is the issue as it was before the edit, used only for the (rare) restore-title case; a parse failure never has a title to restore, so it stays unused here and exists for symmetry with for_lint_findings.
