The arguments that make a generated wrapper chainload target_dir.
launch_plan_in already appends these to LaunchPlan::args whenever it
populates LaunchPlan::steam_wrapper, so a caller spawning a computed plan
never needs to call this itself. It is public for callers assembling an argv
by hand, and for tests.
