Plans an install batch against target_dir’s current record.

desired is everything to install. explicit is the subset the caller named directly: asking for a mod by name is a request to have it active, so a disabled one goes to enable_requested rather than protect_disabled. Pass an empty explicit when the batch is run on the user’s behalf rather than at their request, so every disabled mod is restored.
