Parses a Thunderstore package zip filename of the form
Owner-Name-Version.zip.
Returns the package full name (Owner-Name) and the version string, or
None if the filename does not contain at least three --separated parts.
Only the first two - delimiters are significant: the owner and name never
contain -, but everything after the second delimiter is taken verbatim as
the version, so a version that itself contains - (e.g. a 1.0.0-beta
prerelease) is preserved rather than truncated.
