Send a RecordDynamic packet with the current specified record type.

pid The player ID attached to the packet.
send_to_other_players Whether this packet should be sent to players other than the
player attached to the packet (false by default).
skip_attached_player Whether the packet should skip being sent to the player attached
to the packet (false by default).
