Service schema snapshot and compatibility tooling.
Vox runtime compatibility is executed by phon decode plans. This module is the tooling layer over the same semantic primitive: snapshot a service’s phon schema closures, compare two snapshots by attempting phon compatibility plans in both directions, and enforce a project policy over the reported facts.
