Member-oriented decoding of pax or GNU tar streams.
The decoder applies format extensions to member paths and link targets.
It does not normalize these values for extraction. Do not use them directly
as file-system paths. ArchiveTrait::extract_in validates and normalizes
them as specified by crate::extract::ExtractPolicy.
