Encoding file parser for TACT

The encoding file maps Content Keys (CKey) to Encoding Keys (EKey) and vice versa. This is a critical component for resolving file references in the TACT system.

IMPORTANT: Encoding files use BIG-ENDIAN byte order, unlike most other TACT formats!
