Decides whether a command runs locally or is forwarded to a remote tenant.
determine_execution_target resolves the active profile and tenant store
into an [ExecutionTarget]; execute_remote adapts the terminal to the
SSE transport in systemprompt_client::RemoteCliExecutor.
