Return the rollback ActionSpec for action_name, or None if no
automatic rollback is defined.
Only the rpm-ostree deployment and layering actions support rollback —
they all revert via rpm-ostree rollback. All other actions either have
no sensible rollback or are low-risk enough that a rollback would be
net-harmful.
RollbackDeployment itself is excluded to prevent infinite recursion.
