Return the socket path used for a data directory.

Runtime sockets belong in XDG_RUNTIME_DIR; the data directory remains the fallback for environments without an XDG runtime directory. On macOS the Unix socket path limit (103 chars) can be exceeded with deeply nested temp directories; in that case a hashed name in the system temp dir is used instead.
