Async pre-step for handle_engine_command: load the capability
evidence /model and /thinking are validated against into THIS
process (see crate::Runtime::prepare_model_capabilities) so the
reasoning clamp / level check is decided on live data, not on an empty
process-local cache. Every async frontend calls this right before the
synchronous handler; it never fails and is a no-op for other commands.
