Per-account capacity view supplied by the caller.

Fields

credential: CredentialRef

observed_at_ms: Option<u64>

Snapshot time (epoch ms). None = never observed → not capacity.

observation: QuotaObservation

cooldown_until_ms: Option<u64>

Client-side cooldown (e.g. after a provider limit response). Epoch ms.

failure: Option<ObservationFailure>

Why there is no reading, when the read itself failed (a usage 429, a refresh timeout, …). Never capacity; carried into the rejection so the failure can be named instead of a bare “quota unknown”.
