Local-first memory store.
Append-only JSONL records keyed by namespace, stored under
$SYNAPS_BASE_DIR/memory/<namespace>.jsonl. No vector layer; queries
are prefix/substring filters over tags and content with optional
time-range and limit. Extensions access this via the memory.append
and memory.query protocol methods (added in a follow-up step).

- Pure project-forum contract, shared by host and independently built Axel service. Digests are content identity, not authentication. Peer text is lower-authority data.

- Task 33 — staged in-repo lexical memory index (spec §9.6 bounds; SQLite declined, see docs/decisions/T33-memory-index-no-sqlite.md).
