Crate with utility functions for build.rs scripts.

Functions

• generate_cargo_keys
  Generate the cargo: key output
• generate_wasmtime_version
  Generate SUBSTRATE_WASMTIME_VERSION
• rerun_if_git_head_changed
  Make sure the calling build.rs script is rerun when .git/HEAD or the ref of .git/HEAD changed.
