Check a role_versions map: at most MAX_ROLE_VERSIONS entries, each role name matching ^[a-z0-9]+(-[a-z0-9]+)*$ in at most MAX_ROLE_NAME_LEN bytes, and each version matching ^v[1-9][0-9]*$.

The daemon refuses a route.open that fails this, so a consumer can run the same check before sending. An empty map passes; the daemon treats it as no declaration at all.
