GitHub Copilot provider GitHub Copilot AI provider adapter

Implements the AIProvider port using GitHub’s AI model inference gateway. Authenticates with a GitHub personal access token (PAT) or GitHub App token. Routes requests to GitHub’s hosted AI models endpoint.
