Function bld_eprog 

pub fn bld_eprog(heap: bool) -> eprog

Port of bld_eprog(int heap) from Src/parse.c:547. Finalizes the in-build ECBUF/ECSTRS/ECNPATS state into an Eprog. Resets the build state so a new parse can start.
