Whether what a run produced may be merged, under the policy it was dispatched with (crates/runtime/spec/Mode.lean §8-54).

The landing policy is asked first: an experiment lands nothing however well it went. Then the evidence requirement, exhaustively, so a new requirement has to say what it demands. The mode takes no part: talk and work produce things that meet the same merge.
