Module plan_lint 

Checks of a plan before it runs: where the task list will produce no evidence. Deterministic, text-level, warnings only — they never block, delay or re-order a run, and never edit the plan.

RULES is the one source of the three rules: the lints’ codes and titles, and the sentence the speccoder Spec Kit preset’s tasks template states (a test holds the template to it).
